Compliant, automated cash discounts at the POS
Dallas-based SignaPay, a merchant services and payment technology company established in 2006, added PayLo to its suite of processing solutions. The patented technology, designed to apply service fees or discounts at the POS, depending on payment type, is fully automated. Merchants with PayLo-enabled credit card terminals can offer discounts to customers who pay with checks, gift cards or cash. The service is simple to set up and meets all federal compliance guidelines, the company stated. "We just released PayLo to the ISO channel as an off-the-shelf solution, with the necessary stickers, signage and marketing material merchants need to jump start the process," said John Martillo, founder and Chief Executive Officer at SignaPay. "Our partners enjoy bringing something new and innovative to the marketplace, and merchants like being able to set their own discount rates."
Compliant cash discounts
Martillo noted that PayLo Cash Discount software can motivate customers to pay with cash. Participating merchants post clearly visible signage that discloses the uniform service fee included with every sale, except for customers who pay with checks or cash. "Most customers understand the cost of business is going up for everyone, but especially for small business owners, who are constantly looking for ways to save money and improve margins," he said. "Convenience and delivery fees are commonplace today."
Martillo said SignaPay developers worked with software provider Debit Technologies Inc. and POS hardware and technology company Dejavoo Systems to make PayLo easy to implement and transparent to merchants and consumers. PayLo terminals automatically respond to payment types, applying discounts and service charges accordingly, he added. SignaPay representatives noted the PayLo Cash Discount program meets state and federal guidelines. The Durbin Amendment, passed as part of the 2010 Dodd-Frank Act, allows business owners to offer discounts to customers who pay by check or cash. Visa Inc. and Mastercard issued additional guidance following a federal class action settlement in 2013, allowing merchants to offer discounts with lower-priced payment methods.
Additional guidelines include clear and conspicuous signage displayed at the business entry points and POSs, as well as on payment receipts, that explains the merchant's discount program and customers' payment options. PayLo Cash Discount software has been vetted and approved by major payment card brands and service providers, the company stated.

The company will also create customized collateral and content-rich marketing campaigns for specialized merchants and vertical industries, representatives stated.

A timely solution
PayLo has been well-received by SignaPay channel partners and the company has ecommerce and mobile innovations on the near-term product roadmap, Martillo stated. "We're excited to bring PayLo to Main Street, U.S.A., to give merchants an option to reduce their processing fees," he said. "This approach is a radical departure from the ways in which credit card processing has traditionally been sold." Martillo said PayLo may sound too good to be true to many merchants, particularly those who have been trapped in non-cancellable leases or overcharged for services. "We offer these merchants a no-obligation, 30-day trial by placing a second terminal with all the important disclosures in their shop and telling them to call us if they have any questions," he said. "This gives them an opportunity to try it for 30 days and see how it goes."
