States Ring in the New Year, With New Check Laws

With the new year, California business owners can now sock consumers with $1,500 per bad check, three times last year's maximum. And white-collar criminals guilty of fraud, embezzlement and other felonies face an extra five years in prison.

Even though the laws are getting tougher, the funds continue to be short in Municipal systems to do anything about the problem, or to even enforce the laws in place.

As an example, in Clark County, Washington, the County Prosecutor's Office will soon be returning 900 bad checks to Clark County merchants.

After just nine months, the prosecutor's program to win restitution from, and reform people who write bad checks, has been canceled due to a lack of funds to operate.
